Most tenders are not lost on price. They are lost before the pricing page is opened, in the compliance and capability sections, where a procurement officer decides in a few minutes whether your business is a safe pair of hands. Here is what the RLM tendering team sees in rejected submissions, and how to stop it happening to yours.
The five reasons tenders get rejected
1. Non-conformance with the mandatory criteria
ISO certification, insurances, safety statistics, financial capacity. If a mandatory item is missing or expired, the submission is set aside before anyone reads your methodology. Read the conditions of tender twice and build a compliance matrix on day one.
2. A management system that does not match the submission
Evaluators cross check. If your tender describes a rigorous safety culture and the attached safety management system is a generic template, the credibility of every other claim drops. The system and the submission need to tell the same story, which is why RLM’s ISO team and tendering team work together from day one.
3. Methodology that describes the job, not your job
A methodology that could have been written by any contractor scores like any contractor. The winning submissions show the evaluator exactly how your crews, plant and supervisors will deliver this scope on this site, with the risks you have already thought about.
4. Weak evidence
Claims without proof are ignored. Certificates, audit reports with zero non-conformances, client references, project photos, training records and prequalifications carry the weight. If you have them, put them in. If you do not have them yet, that is the gap to close before the next tender.
5. Presentation and portal errors
Late uploads, missing signatures, wrong file formats and answers pasted into the wrong fields still knock out a surprising number of submissions. Quality assurance and a dry run of the portal upload are part of every RLM tender.
What winning looks like
The pattern behind every tender win in our case studies is the same: a real management system, certified and battle tested, sitting behind a submission written by people who know how evaluators score. That combination has helped our clients secure more than $4 billion in work, from a $3.5 billion Tier 1 rail contract to a scaffolding panel with Sydney Water.
Before your next submission
- Check every mandatory criterion against what you can prove today.
- Make sure your management system says what your tender says.
- Write the methodology for this client and this site.
- Attach evidence for every claim.
- Give yourself a day for review and upload.
If certification is the item standing between you and a contract, RLM can build the system, get you certified and write the tender in the same 21 day window.
